Federal Emissions Management

Ultimately to achieve Net Zero, governments will need to take accountability for managing economy-wide emissions.  While Congress may not take on accountability for legally-binding emissions for some time or at all, developing the capabilities for them to do so and a roadmap for ensuring that this accountability is efficient, effective and equitable are tasks that can be done now.  We are accelerating the development of these tools and testing in real time how it might work so that policy makers can make educated decisions about challenging trade-offs.  Transparency and clarity in how these tools and mechanisms might work are key to increasing the likelihood that federal tools achieve the right goals for the economy and the world.
